Felix Garrett was a Human Starfleet Officer serving during the 24th century.
By 2331 he held the rank of Commander and served aboard the USS Taurus as Second Officer.
Thaqt same year the ship to a distress call from a Federation colony along the Neutral Zone. By the time it arrived, along with the Excelsior and Hathaway, the colony had been destroyed. Sixteen children, ranging from ages seven to sixteen were found in a cave outside one of the settlements, all undernourished. They were taken aboard the Taurus for medical treatment.
He adopted a twelve year old named Wilhelm, all the hisory he seemd to remember, ad the two traveld to Earth shortly afterwards. Once there, in the city of San Fransico, Wilhelm was raised as a member of the Garrett family, alongside foster siblings Ronald and Miranda.
