The First Contact Division (FCD) was a sub-department ofStarfleet responsible for first contact missions with new civilizations.
Headquartered on Vulcan, it was headed by the Director of Exosocial Relations, normally a Vice Admiral, who reported to the Chief of Research and Exploration.
It normally assembled teams covertly before establishing the first contact, then sent a highly trained team of specialists supported by a starship to initiate communications.
