Michelle J. Howard was Human Starfleet Officer serving in Starfleet during the 24th century.
While there she had an entry-level Engineering course with Gedna Tachion.
Upon graduating from the Academy, Howard was assigned to the fleet tender USS Hunley as an Engineering Officer.
She later served aboard the USS Lexington and was awarded the Starfleet Cross for Distinguished Service and promoted to Lieutenant when she led a damage control team in a risky EVA maneuver during an attack by the an-Jirok in 2348.
By 2354 she held the rank of Lieutenant Commander and was serving as Chief Engineer and Second Officer of the supply vessel USS Flint.
In 2359 she accepted the assignment to Starfleet Academy as an instructor at the Engineering School, as well as course coordinator for the advanced Engineering Officer of the Watch curriculum.
In 2365 she participated in the Officer Exchange Program and serving five weeks aboard the IKS Qechvam, a Klingon repair ship. While aboard she aquired the first information for Starfleet on the Negh'var class.
She was promoted to Commander shortly thereafter.
In August of 2366, she assumed command of the USS Rushmore. Unfortunately, the ship was undergoing a plasma relay upgrade at the San Fransisco Fleet Yards, keeping it from participating in the Battle of Wolf 359. Instead, she used the vessels shuttles to participate in search and rescue efforts.
