Rixx was a 24th century Bolian Starfleet Command Officer.
2364
Rixx was in command of the USS Thomas Paine, and considered among Starfleet's finest Captains.
He met Captain Jean-Luc Picard on the surface of the planet Dytallix B, together with Captain Walker Keel and Captain Tryla Scott to discuss the threat of irrational occurrences and orders given by Starfleet Command. Rixx had previously met Picard at the Altairian Conference. (TNG: "Conspiracy")
He later sponsored Seff O'Rourke's enlistment in Starfleet.
Dominion War
By2373 Rixx was the CO of the USS Beowulf and led the Sixth Fleet's reserve wing.
