Robert Leyton

Robert Leyton was a Human Starfleet officer and possibly the most notorious of the 24th century.

By 2370 he was Chief of Starfleet Operations in the Sol Sector and attended Benjamin Sisko's briefing to Starfleet Command on the Dominion.

In early 2372 he debriefed Gedna Tachion while the USS Lionheart was at Earth.  ("001")

Later that year he headed a conspiracy that would later be named after him, managing to get martial law declared on Earth and placing officers loyal to him throughout the Federation.  He hoped that stricter security measures would be implemented, allowing Starfleet to increase its control through its territory.
